About

Elected officials’ meetings, votes and records, easy to search.

Eugene Public Record is an independent, non-partisan archive of public meetings in the Eugene area. It collects what public bodies already publish — official minutes, agendas, staff reports and meeting videos — and makes it searchable in one place. Currently covers: the Lane County Board of Commissioners, the Eugene City Council, the Eugene School District 4J Board of Directors, and the Springfield Utility Board Board of Directors.

Lane County Board of Commissioners. Every roll-call vote printed in the Board’s official minutes since January 2013 (2,517 votes across 678 meeting days). Every commissioner who served in that period has a page in the same format, listing every recorded vote. County video starts in 2015, so 2013–2014 votes link to the minutes only.

Eugene School District 4J Board of Directors. Every motion and vote printed in the Board’s minutes since July 2017 (868 votes across 458 meeting days), read from 4J’s minutes on BoardBook. Where the minutes let us confirm how each member voted (the stated tally matches the members named or present), votes are shown by name; otherwise the vote shows the result as printed in the minutes and says member votes are not yet verified. Votes appear only after 4J posts the approved minutes; draft minutes are never used. 4J posted meeting video on its YouTube channel from October 2021 to June 2023 (embedded here) and on Vimeo since July 2023 (linked); a few recent meetings are also reposted unedited, with credit, on the Eugene Public Information YouTube channel. Before mid-2021 4J posted audio only, when at all.

Eugene City Council. Every motion and vote printed in the Council’s official minutes since January 2007 (2,830 votes across 1189 meeting days). Councilor-by-councilor votes are shown only where the minutes’ printed count matches the councilors named and present; otherwise the vote shows the result as printed in the minutes. Votes read from scanned minutes (OCR text), and votes where the minutes mention a mayor’s tie-break, are always marked unverified. Meeting video from 2010 onward is the City of Eugene’s own recording, embedded from its YouTube channel; 2007–2009 have minutes only, from the City’s public Laserfiche archive.

Springfield Utility Board. Every motion printed in the Board’s approved minutes posted on subutil.com since January 2021 (255 votes across 68 meeting days). Member-by-member votes are shown where the minutes print each member’s Aye/Nay (from May 2025) or where a unanimous count equals the board members listed as present with no absence or abstention noted; otherwise the vote shows the result as printed. Minutes SUB has posted only as drafts are not used. SUB posts meeting video on its own YouTube channel from 2022 (unlisted; linked from subutil.com); each vote links there, opening at the motion where we found it in the captions. Meetings from November 2026 on are reposted unedited, with credit, on Eugene Public Information’s YouTube.

How votes are recorded. Each vote is read from the official minutes and links to them. When the minutes list each commissioner’s vote but print no result line, the result shown is computed from that roll call and labeled “from roll call”. Votes where the minutes are incomplete or unclear are marked Unverified with the reason, and are never filled in by guesswork.

Video. Videos are each public body’s own recordings, embedded from its YouTube channel where it has one, or linked on the body’s Vimeo channel (opening at the vote’s time where we found it). Nothing is re-hosted here, and the player loads only when you press Play. Each vote’s ▶ link says where it opens: motion means about 10 seconds before the motion, located in our machine transcript; item start means the start of the agenda item from the public body’s own video index, and the vote may come later in the item; near item means the index has no entry for that item, so it opens at the closest earlier entry.

Documents. Each vote lists its sources: minutes, agenda materials and budget documents. Where a PDF is small enough, an archived copy is kept here alongside the link to the original, in case the original link changes.

Topics are assigned automatically by keyword from the agenda title, to help browsing. They are not editorial judgments.
